An Egypt Air Boeing 737-800, registration SU-GDA performing flight MS-725 from Cairo (Egypt) to Brussels (Belgium) with 132 passengers and 6 crew, was descending towards Brussels when the crew stopped the descent at 3000 feet and climbed back to 4000 feet advising ATC they had some technical problem, requested vectors, they had to do some more procedures. After working the checklists the crew advised they were in a state of emergency, subsequently the crew declared a state of urgency and radioed PAN PAN advising they had flight control/flaps problems and would need to land at around 190 KIAS.

The aircraft landed at high speed (about 200 knots over ground) on runway 25R about 40 minutes later.

A ground observer reported the flaps were not deployed.
